En la actualidad, el hambre y la desnutrición no son necesariamente el resultado de la escasez o la falta de alimentos. La distribución desigual de alimentos, la tierra y otros recursos productivos puede considerarse como causa esencial del hambre y desnutrición. En América Latina y el Caribe, el enfoque de la lucha contra el hambre ha cambiado a un enfoque transversal e intersectorial. Varios avances en la temática se corresponden a políticas públicas integrales y multidimensionales, que han permitido responder a las crecientes necesidades de la población a corto y mediano plazo, al abordar las numerosas causas del hambre especialmente la participación de los actores sociales. El presente trabajo realiza un análisis de los principales fundamentos teórico-metodológicos acerca de la seguridad alimentaria y nutricional, la soberanía alimentaria y las políticas públicas a nivel internacional, con particular relevancia en América Latina. Se utiliza el método inductivo-deductivo, de análisis-síntesis, histórico-lógico que contribuyen a la investigación. Finalmente se muestra los indicadores de la seguridad alimentaria y nutricional de la región, así como los principales avances en materia de la producción de alimentos, reducción del hambre y el aumento del empleo a partir de alternativas sustentadas en la agricultura familiar.
At the present time, the hunger and the malnutrition are not necessarily resulting of the scarcity or the lack of foods. The unequal distribution of foods, the earth and other productive resources can be considered like the essential cause of the hunger and malnutrition. Nowadays in Latin America and Caribbean, the emphasis of the struggle fight against the hunger has changed to a traverse and intersecting lines. Several advances in the topics corresponds to political public integral and multidimensional that have allowed to respond to the growing necessities from the population to short and medium time, when approaching the numerous causes of the hunger, especially the participation of the social actors. The present work carries out an analysis of the theoretical-methodological main basics about the food security and nutrition, the food sovereignty and the public policies at international level, with particular relevance in Latin America. The inductive-deductive method is used, analysis-synthesis, and historical-logical that contribute to the research. Finally, it is shown the indicators of the food security and nutrition of this region, as well as the main advances as regards the production of foods, reduction of hunger and the increase of the employment, starting from alternatives sustained in the family farming.
