Resumen
El presente trabajo muestra el desarrollo de un procedimiento para el diagnóstico del
sistema de Organización del Trabajo, enfocado a las Unidades Constructoras. Se
realizó un análisis del Sistema de Organización del Trabajo tomando como base la
estructura general que se propone para su estudio en las Bases Generales del
Perfeccionamiento Empresarial, considerando que la misma se adapta a las
características propias de este tipo de Unidades. Una de las características
fundamentales del procedimiento es que orienta el diagnóstico de la Organización del
Trabajo desde la perspectiva de la gestión, como forma de garantizar un proceso de
análisis efectivo, orientado a la misión de este tipo de Unidades. Para esto, parte de la
identificación de un grupo de indicadores que resultan relevantes, posteriormente,
determina los subsistemas o elementos de la Organización del Trabajo que tienen un
impacto significativo en el desempeño de tales indicadores. De esta forma se logra
focalizar los esfuerzos de la mejora hacia aquellos elementos de la Organización del
Trabajo que resulten críticos, permitiendo con ello el despliegue de un proceso de
mejoramiento coherente y alineado a la estrategia de la organización.
Se ha tomado como objeto de estudio práctico las Unidades Constructoras de la
Empresa Constructora Militar No 3. Para el desarrollo de la investigación se aplicaron
técnicas tales como: método de expertos, entrevistas y el Modelado Lingüístico Difuso Ordinal en la evaluación de indicadores cualitativos. El principal aporte metodológico
de la investigación se constituye en el propio procedimiento. En el marco práctico se
logró realizar un diagnóstico general del sistema de Organización del Trabajo en las
Unidades Constructoras, particularizando en el subsistema de Normación, el cual
resultó ser el de mayor criticidad.
The present work shows the development of a procedure for the diagnosis of the Work Organization System, focused to the Construction Units. Was carried out an analysis of the Work Organization System taking like base the general structure that intends for their study in the General Bases of the Managerial Improvement, considering that the same one adapts to the characteristics of this type of Units. One of the fundamental characteristics of the procedure is that it guides the diagnosis of the Work Organization from the perspective of the management, like form of guaranteeing a process of effective analysis, guided to the mission of this type of Units. For this, it leaves later on of the identification of a group of indicators that are outstanding, it determines the subsystems or elements of the Work Organization that have a significant impact in the acting of such indicators. This way is achieved the efforts of the improvement toward those elements of the Work Organization that are critical, allowing with it the unfolding of a process of coherent improvement and aligned to the strategy of the organization. The object of practical study was the Construction Units of the Military Construction Company #3. For the development of the investigation they were applied technical such as: experts' method, interviews and the Ordinal Diffuse Linguistic Modeling in the evaluation of qualitative indicators. The methodological main contribution of the investigation is constituted in the own procedure. In the practical mark it was possible to carry out a general diagnosis of the Work Organization System in the Construction Units, particularizing in the subsystem of Standardization, which turned out to be that of more critical.
