Resumen
La eficiencia energética, entendida como la eficiencia en la producción, distribución y
uso de la energía, es parte del conjunto de problemas que afectan la competitividad
de empresas y organizaciones en la actualidad. La presente investigación desarrolla
el diseño de una Estrategia de Gestión de Eficiencia Energética para la Escuela de
Hotelería y Turismo “Alberto Delgado Delgado”, teniendo en cuenta la necesidad de
elevar el nivel de desempeño en el manejo de los portadores energéticos, a lo que
tributa la implementación de una herramienta para el proceso de toma de decisiones
que incluye la realización de un diagnóstico energético preliminar elaborado por un
equipo multidisciplinario de especialistas del centro que constituye la base de este
diseño a partir del empleo de instrumentos de investigación tales como la encuesta,
la entrevista, el estudio de documentos, la observación, los análisis comparativos y la
estructuración de gráficos de control. Durante el proceso investigativo se fundamenta
teórica y metodológicamente la validez de la sostenibilidad energética como
salvoconducto del desarrollo humano en las actuales condiciones de deterioro
ambiental y del inminente agotamiento de los combustibles fósiles. La validación de
la estrategia se realiza mediante la utilización del criterio de especialistas que avala
la factibilidad de su aplicación para lograr el perfeccionamiento de la eficiencia
energética en el centro. Dicha estrategia tributa al Sistema de Gestión Ambiental
diseñado e implementado en la entidad, a la política energética adoptada por el
MINTUR y a los lineamientos que, en materia de energía, rigen el modelo de
desarrollo cubano.
Energy efficiency, understood as efficiency in the production, distribution and use of energy, is an issue that –among others- currently affects the competitiveness of an enterprise or organization. In the present research a design of a Strategy for Energy Efficiency Management at the “Älberto Delgado Delgado” School of Tourism and Hotel Management is developed, taking into account the existing need to enhance the performance level in the management of energy-consuming equipment. For this purpose, a tool for the decision-making process is given, which includes the application of an energy consumption diagnosis. This diagnosis was elaborated by a multidisciplinary team of specialists who work in the teaching center where the research is carried out. This constitutes the basis for the diagnosis, with the use of research tools such as questionnaires, interviews, documents analysis, observation, comparative analysis and structuring of control charts. During the research process the validity of energy sustainability is supported both theoretically and methodologically as the safe conduct to human development amidst the current conditions of environmental deterioration and imminent exhaustion of fossil fuels. The assessment of the strategy is done by resorting to the criteria of specialists. These criteria support the feasibility of the strategy in order to reach higher levels of efficiency in energy management in the teaching center. The afore-mentioned strategy is in consonance with the Environmental Issues Management System which is already designed and implemented in the premises, and with the energy management policy adopted by the Ministry of Tourism (MINTUR). It also responds to the guidelines set by the Cuban development model as to energy issues.
